Low Income Disability Discount Overview English & Spanish - printable version

Qualified Franklin PUD applicants may be eligible to receive a 30% monthly discount based on their total annual household income and a qualifying disability for themselves or a household member. The discount is effective the day the certification is completed and approved. Only one discount per customer is allowed and will be applied to the residence where the disabled individual resides. An income verification and a disability verification will be required every year or upon the request of Franklin PUD. 

How to Get Certified:

To apply for or re-certify your discount, please contact Franklin PUD’s Customer Service Department at (509) 547-5591, Monday through Thursday from 7:00a.m. - 6:00p.m.  Franklin PUD is closed on Fridays and observed holidays. 

Required Documents: One of the following

  • Valid government issued driver's license or identification
  • Valid passport issued by any country

Two of the following:

  • Proof of Social Security Disability Insurance (SSDI) or Supplemental Security Income (SSI)
  • Bank statement showing a direct deposit of a Social Security benefit
  • Benefit award letter(s) from Social Security
  • Department of Social and Health Services (DSHS) documents proving household income
  • Federal Income Tax Return documents

One of the following:

  • Valid Washington State Disabled Parking Permit
     -OR-
  • Certification of disability by a Physician or Mental Health Professional – (This form will be provided to you by Franklin PUD or Sustainable Living Center).

Eligibility Requirements:

  • Applicant must provide all required documentation in order to process certification
  • Applicant must have electric service under Rate Schedule No. 1 Residential and Small Farm Service.
  • Applicant must meet income guidelines listed below. The income guidelines used for certification (including income of spouse or co-tenants) for the previous calendar year:
